Efforts to change from good to better not be easy. Thus in early 1990 that the system of zakat can be implemented in a systematic manner , using the latest technology to efficiently and effectively begin to happen. Hence the proposal to implement the establishment of an agency called Zakat Collection Centre submitted to the Chairman of the Federal Territory Islamic Religious Council ( religious council ) Tan Sri Dr . Yusof Noor. The taskforce is led by Dato ‘Haji Abdul Rahim Abu Bakar , while members Thean Haji Omar Abdullah , Haji Mohd Zihin Hassan and Haji Abdul Khalid Abdul Aziz . The task force is to begin work on December 20, 1989 . Among the tasks of this group to guide the reciprocal study by a consulting firm selected . The basic point is proposed in this study that a foundation must be established by the religious council . The purpose of the Foundation created to handle the management of the corporate form of zakat collection efforts on behalf of the Federal Territory Baitulmal .
